CSŞDT’S DECISION OF ASM “REGARDING THE SIGNIFICANCE OF THE DATE OF JUNE 28th, 1940”

Lately, in various spheres of the Republic of Moldova is discussed contentiously the historical significance of the date of June 28, 1940. In response to numerous requests regarding evaluating these data from the standpoint of historical science, Academy of Sciences, as the supreme scientific forum of Moldova, considers it a duty to take attitude and notify to the public thinking the assessments of the academic community.

 

After hearing the materials of the Commission of experts in history, headed by academician Andrei Esanu, regarding the significance of the date of June 28, 1940, the Supreme Council for Science and Technological Development of the Academy of Sciences of Moldova

DECIDES:

 

1. The Act from June 28, 1940 is a direct consequence of the secret Soviet-German agreements of August 23, 1939 regarding division of “interest sphere” in Eastern Europe, condemned by the decision of the second Congress of People's Deputies of USSR, from December 24, 1989, Decree of the Supreme RSS Moldova Soviet “regarding the notification of the Supreme Soviet commission of RSS Moldova in political and legal assessment of the German-Soviet non-aggression treaty” and of the “Secret Additional Protocol from August 23, 1939, and their consequences for Bessarabia and Northern Bukovina” (No.149-XII dated June 23, 1990). These findings were confirmed in the Declaration of Independence of the Republic of Moldova from August 27, 1991.

 

2. Archival documents, historian’s researches from Moldova and from abroad show that the annexation of Bessarabia and Northern Bukovina in June 28, 1940 has been designed and realized by the Stalinist political and military headquarters as a military occupation operation of these territories. This is the historical truth that should be assumed without hatred and bias, as a basis for a deep and lasting civic reconciliation.

 

3. Supreme Council for Science and Technological Development of the Academy of Sciences of Moldova considers that this assessment of the date of June 28, 1940 in terms of historical truth can not be used with the purpose of dividing and confronting our society, and as a pretext to strain the relations of the Republic of Moldova with the Russian Federation and condemns any attempt of speculating the historical truth.

 

 4. The Academic community, given the complexity of the problems our society faces, believes that without a plenary assuming of the historical truth it is impossible to edify a modern European society.
