ACADEMY OF SCIENCES ANNOUNCES THE HIRING OF TWO INTERNATIONAL EXPERTS FOR THE ELABORATION OF THE EVALUATION REPORT ON THE CURRENT MODEL OF SCIENCE GOVERNANCE IN THE REPUBLIC OF MOLDOVA

The report will be made ​​in the context of the project "FOR-MOLDOVA - National Foresight Exercise for Research and Innovation Sector in Moldova" financed by the Romanian Ministry of Foreign Affairs, United Nations Development Programme in Romania and the Government, implemented in partnership with the Unit executive for funding higher education, research, development and innovation in Romania (RO) and Academy of Sciences of RM. The project runs from 11/24/2011 - 04/13/2012.

The activity of making the report is scheduled for the period 26.12.2011 - 23.01.2012.

The report will be discussed later developed in a workshop to determine the characteristics of a future model of governance of science.

 

The objectives of the report will be :

1.            Evaluation of the current model of science governance in RM (through an exploratory analysis of the policies, instruments, structures and institutional framework in the science and innovation sector);

2.            Identification of the instruments and mechanisms of science governance that could foster the construction of an efficient policy mix in terms of quality and quantity of the public R&D investment;

3.            Identification of the characteristics of a desirable and functional new model of science governance in RM.

 

The selection criteria

Candidates will preferably be policy makers, representatives of innovation agencies and other innovation support providers. They can also be consultants, representatives of relevant labour and employee organizations, interest organizations and researchers. Candidates are particularly welcome if they can show evidence of political support for their candidature.

Candidates must hold a doctoral degree in policy economic field, to have a minimum of 5 years of research in science and innovation, have a background of documents and  analytical reports development, be familiar with the area of innovation business, intellectual property, attracting investment, to have the ability to make correct long term forecasts, to have experience in the development of scientific innovation policies, strategies and reports and to have previous experience of working with national experts.

 

The following key criteria will be used for the evaluation of the applications

·         Expertise in services innovation policy in terms of level and period of expertise; experts should have an outstanding and long term experience in the field

·         Experts should preferably bring high-level expertise in assessment and validation of innovation policy

·         Good understanding of international and EU and DG Enterprise and Industry innovation priorities and recent strategies
